1. Apologies
1.1 Apologies were received from Peter Daniels.

2. Informal Discussion with Professor Arthur Midwinter
2.1 The Committee welcomed Professor Arthur Midwinter, whom they invited to draft a background paper about the history of local government in Scotland. The Committee and Professor Midwinter briefly discussed the possible contents of this paper and associated arrangements.

3. Oral Evidence from Scottish Water
3.1 The Committee welcomed representatives of Scottish Water to the first formal oral evidence session. A full transcription of this and all oral evidence sessions will be published in due course.

4. Minutes of Previous Meeting

4.1 The draft minutes of the meeting on 07 July were agreed.

5. Matters Arising
5.1 None.

6. Preparation of papers for the Committee
6.1 The Committee discussed its information requirements over the coming months and identified a range of issues upon which it considered that it would be helpful to have further detailed papers.

7. Oral Evidence
7.1 The Committee discussed further arrangements for the remaining oral evidence sessions.
7.2 It was agreed that the sessions should be held at a conference venue in Edinburgh. It was felt that this was as convenient a location as any other for most participating stakeholders. The work of the Committee would also be assisted if it could convene oral evidence sessions in Edinburgh.

8.1 None

Summary of action points:

  • Secretariat formally to invite Professor Arthur Midwinter to write history of local government in Scotland.
  • Secretariat to finalise arrangements for oral evidence sessions in Edinburgh.
