MINUTES OF NINTH MEETING: 12 MAY 2005, ST. ANDREWS HOUSE, EDINBURGH

1. Minutes of Previous Meeting
1.1 The draft minutes of the meeting on 15 April were agreed.

2. Matters Arising
2.1 None.

3. Economic and Statistical Information Requirements
3.1 The Committee welcomed Peter Conlong and David Signorini, who advised on the feasibility of obtaining published economic and statistical data to support a range of issues which the Committee considered would assist its deliberations.
3.2 Peter Conlong and David Signorini agreed to liaise with the Secretariat on obtaining the published information discussed.

4. Consultation
4.1 The Committee discussed updated summary analysis papers about responses to the Committee's consultation that had been received to date. While the principal purpose of the papers is to assist the Committee in its deliberations, the Committee noted that the contents could be used when the Committee eventually reports on the evidence it has accumulated.

5. Structure of Report and Outstanding Issues
5.1 The Committee discussed the structure and format that the final report might take. This is an issue that the Committee will keep under review.

6. Public Engagement
6.1 The Committee discussed issues for inclusion in the proposed quantitative public survey. It noted that the Secretariat would liaise further with Dr Stephen Sinclair on the proposed module of questions.

7. Future Committee Meetings
7.1 The Committee reviewed and agreed its provisional schedule for future meetings over the next six months. The dates set aside are:

  • 7 July
  • 25 August
  • 26 August
  • 31 August
  • 1 September
  • 19 September
  • 29 September
  • 17 October
  • 27 October
  • 28 October
  • 11 November
  • 25 November

8. Any Other Business
8.1 The Committee considered an initial list of stakeholders to invite as witnesses to forthcoming oral evidence sessions. The Secretariat would produce a paper for the next meeting on the practicalities of these sessions.
8.2 Delegations from the Scottish Assessors Association and the Department of Work and Pensions are due to attend the 9 June meeting of the Committee, for informal discussions on detailed factual matters. It was also planned to have a courtesy meeting with the President of COSLA at the same meeting. The Committee considered issues to raise with these bodies. The Secretariat would provide the bodies with advance notice of these issues.

Summary of action points:
  • Secretariat to liaise with Peter Conlong and David Signorini on obtaining published data.
  • Secretariat to produce a paper outlining practicalities of oral evidence sessions.
  • Secretariat to draft a summary of responses & next steps for public dissemination.
  • Secretariat to liaise with Stephen Sinclair and survey team on refining questions for inclusion in a quantitative public survey.
  • Committee to meet COSLA, Scottish Assessors Association and Department of Work & Pensions at its 9 June meeting, starting at 10:30.
